Labor Min holds meeting on impact of new alien worker law

The Ministry of Labor hosted a joint meeting this week to hear opinions on the impact of the Management of Foreign Workers Employment Act which came into force last year.

Chairing a meeting with representatives of the Council of Engineers, the Architect Council of Thailand, and the Federation of Accounting Professions Under the Royal Patronage of His Majesty the King, Labor Minister Pol Gen Adul Saengsingkaew heard opinions on the impact of the Management of Foreign Workers Employment Act, B.E., which allows alien workers to seek employment in 10 more professions including 1) crop farming and cattle raising, 2) accounting services, 3) civil engineering, 4) knife making, 5) shoe making, 6) hat making, 7) mattress and blanket making, 8) architecture, 9) costume design, and 10) pottery making.

One of the concerns raised at the meeting was the difficulty in maintaining the quality of professional services especially in civil engineering which requires a specific set of skills such as management skills, analytical thinking, technical skills, communication skills, and attention to detail.

The meeting also proposed a solution which is to have foreign companies form partnerships with domestic organizations, so that there is someone to be held accountable if there are post-construction problems.

Pol Gen Adul said the country’s decision to open its doors to foreign workers complies with the ASEAN treaty on labor movement, adding that all input heard during the meeting will be discussed at the next Alien Worker Policy Committee meeting this month, after which ministerial regulations will be drafted to prevent future problems.

The NLA said that the new law is not intended to limit the rights of farmers and merchants but to ensure standard practices and a correct understanding among all. According to the draft law, rice buyers will have to register themselves and sellers will have to produce receipts while a system will be set up to collect information for a rice database. The NLA expects the new law to be ready for submission to the main assembly by August 20 before it goes through a normal process.
