Registration of people with low incomes, phase two

Officers of Muang Yala District have made haste to get people on low incomes who didn't register for welfare in 2017 to obtain the rights of welfare in phase two of the Sustainable Thai Patriotism Project.

Recently, Muang Yala District officials provided staff to aid the registration of people on low incomes who are handicapped, senior, bedridden, or couldn't travel to register in 2017. The district authority also created a Line group “Welfare Smart Card #2” to provide convenience in communications or in keeping track.

People in the categories mentioned can register for additional state welfare at the district office every day, including the weekend, until 30th June from 9:00 a.m. to 4:00 p.m.

The individuals who register must be at least 18 years old, unemployed, or employed but having an annual income of not more than 100 thousand baht in 2016. They can have assets, in the form of cash, government bonds or other such forms, of not more than 100 thousand baht in total; real estate of not more than 100 square meters or an apartment of not more than 35 square meters, or farmland of not more than 3.95 acres or land used for any other purpose of not more than 0.4 acre.

However, those who registered in 2017 but did not succeed have no right to register this time. As for the bedridden, handicapped and seniors, the district authority has assigned a team with subdistrict-level responsibility to check the information of the individuals in the target groups and take the forms to their homes for them to fill out. The state welfare cards will be distributed from October 2018 onward.

The NLA said that the new law is not intended to limit the rights of farmers and merchants but to ensure standard practices and a correct understanding among all. According to the draft law, rice buyers will have to register themselves and sellers will have to produce receipts while a system will be set up to collect information for a rice database. The NLA expects the new law to be ready for submission to the main assembly by August 20 before it goes through a normal process. When asked if the new law might appear to be an attempt to help garner support for the current...
